Why are my miniature orange trees new leaves a different color?

I have a miniature orange tree and just recently it has put on quite a few new leaves in the upper part of the tree. The leaves are big now, but instead of them being dark and glossy like the rest of the tree’s leaves, they are a lighter shade of green. Have they just not matured yet?
That is normal. The leaves will darken as they age.

Indeed this is very typical behavior for all citrus not jsut minature oranges.
The new leaves will be softer, more flexible, brighter and lighter almost a chartruese as they age they will turn into the more rigid harder dark green leave.
Nothing to be concerned about sounds like you have a healthy robust plant and new growth is most always to be desired.

Those first leaves do have a green-gold color. It’s because they’re filled with chlorophyll A,which has that color. Later leaves have darker chlorophyll B.
Per a poem by Robert Frost:
NOTHING GOLD CAN STAY
Nature’s first green is gold,
Her hardest hue to hold.
Her early leaf’s a flower;
But only so an hour.
Then leaf subsides to leaf.
So Eden sank to grief,
So dawn goes down to day.
Nothing gold can stay.
